The opposition today obstructed the House accusing the ruling parties for being irresponsible.
Today’s session was adjourned in 15 minutes, following the obstruction of lawmakers from the UCPN-Maoist and Madhes-based parties after opposition leader Pushpa Kamal Dahal ‘Prachanda’ addressed the House.
Led by the major opposition UCPN-Maoist, they blamed the ruling Nepali Congress and CPN-UML for not implementing the four-point agreement signed between them some nine months ago before the second Constitutional Assembly (CA) election. They have been pressing the government to implement of the four-point agreement that has ensured High Level Political Committee.
The dispute is likely to delay the constitution drafting process as Dahal blamed the ruling partirs of sidelining the opposition by not abiding by the four-point agreement
The major three parties last December 24 reached the agreement that envisaged a political mechanism representing political parties from within and outside the CA, formation of a commission to probe alleged rigging in the CA election, formation of a Truth and Reconciliation Commission, and promulgating a constitution within a year of the first CA meeting.
The ruling parties are against the committee, whereas the opposition has been asking to form the committee with UCPN-Maoist supremo Dahal.
Earlier, the Constituent Assembly had agreed to prepare the first draft of constitution by mid-October, and the final draft by January 22, 2015.
